Not sure how thats really "Predicting Katrina". Everyone knows a big enough Hurricane would wipe out New Orleans. And technically this isn't "The Big One" that people are expecting yet.
Heck National Geographic had a special on what would happen to New Orleans if "The Big One" hit it and it was to air I believe the same day it hit or something like that.

Yeah, I guess that study back in the 90s also predicted it.
I am going to go out on a limb here and predict that a hurricane that will hit Florida within the next few decades.

Back in the days of the Clinton Era there was a Huge FEMA workup on the Cat 5 Storm hitting New Orleans scenario. The then head of FEMA made up a whole slough of plans, both relief and contingiency, and everything had been roadmapped.
Then Bush came along and had FEMA throw all that stuff out (this is what the former Head of FEMA told CNN from NO).
I lay the blame for the whole response debacle at Bush's feet. The President takes responsibility for the failure of all those beneath him, or in Bush's case, all those he's hired (impossible to get Beneath that man). He Hired all the fools who had no idea what their jobs were (head of FEMA is a Political Appointee, as is the second and third tier of FEMA Admin) and he cut the budgets for all sorts of infrastructure management that New Orleans was planning to implement (as early as 1996 when the Clinton era FEMA study came out).

They also talked about it in the June or July '05 issue...
