Its unfortunate but if the drugs were made legal they could be regulated and heavily taxed...
Situations like CM's would decline as there would be more parties to blame when someone overdoses, as it is now the dealers have no links to the users so its hard to legally blame them for unscrupulous business but if drugs were made legal then you could sue distributers who do so carelessly and that would in turn lead to more responsible dealing.
Just like when the bartender cuts me off.

I am very sorry, for you and your family, this is serious stuff. Selling these drugs, is criminal, because, it kill people, or they deteriorate them, morally and physicly. I will pray for you and your family, and others peoples that lived, or live the same thing. Thanks for sharing this with us. Ch.

Thankyou all for your kind thoughts.
It was actualy 5 years ago just after 9/11. Some very strong stuff came out of Afghanistan and several died in the same city at the time.
I agree with you there DBA. Back in the sixties in the UK people got registered and all the heroin was clean and could be measured easily but they decided to stop it and make it all illegal, so there was all kinds of rubbish going around. Bad move.
