E-mail warns of bloody weekend in Mexican border city
The e-mail says gunmen will open fire at malls, restaurants, night clubs and other public places and that there will be "killings all over the city."

Why do they feel they need to inform everyone, it's like they want to be stopped. Guess it's nice of them to let everyone know to stay at home though.

If I were a criminal I wouldnt inform anyone of my intent. But on the other hand this could be considered a type of terrorism. Place fear in people to gain control over them.

Few things would strike fear into peoples lives than having their routines interrupted by unexpected shootings. By informing the police and locals, if the event were to take place it would have a significantly lower psychological impact on the population as a whole.
Terrorists/criminals only announce such plans to the public when they want to make people squirm a bit, but not actually do anything. Think of it as the "Boy Who Cried Wolf." Sooner or later society becomes numb to threats and ignores them.(Think Osama Bin Laden, where was the public threat BEFORE 9/11 and how many threats has he made since then) At that time an organization carries out an unannounced attack which then triggers the emotional response out of society.
